The European Union is introducing legislation aimed at reducing the impact packaging and fibre-based products have on the environment.
The Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, entered into force on the 11th of February 2025, and is scheduled to apply from the 12th of August 2026, and the implementation of the EU Deforestation Regulation (EUDR), Regulation (EU) 2023/1115, is now scheduled for 30th December 2026.

What is the role of the PPWR?
Replacing the Packaging and Packaging Waste Directive (PPWD) 94/62/EC, the Packaging and Packaging Waste Regulation (PPWR) (EU) 2025/40 is aimed at reducing packaging waste, improving recyclability and reuse, and accelerating the transition to a circular economy.
Article 5 of Regulation (EU) 2025/40 modernises and strengthens EU substance requirements by introducing harmonised, directly applicable rules across all Member States, including explicit controls on hazardous substances for food‑contact and non-food contact packaging.
This includes materials containing substances such as per- and polyfluoroalkyl substances (PFAS) and heavy metals (lead, cadmium, mercury and hexavalent chromium).
As a packaging manufacturer, the products Detpak supplies to the EU market are covered by the PPWR and we will fully comply with its requirements:

25 ppb — PFAS measured via targeted PFAS analysis (excluding polymeric PFAS) • 250 ppb — Sum of PFAS measured via targeted PFAS analysis • 50 ppm — PFAS including polymeric PFAS

What does this mean for our customers?
Any products which we supply into the EU will be accompanied by a Declaration of Compliance (DoC), which will provide evidence to our customers that our products are compliant, should they be required to present this to EU authorities or other customers & clients.
What is the role of the EUDR?
The EUDR seeks to prevent the trade of products on the EU market that have contributed to deforestation or do not comply with the laws of the country where they were produced and includes importing, exporting or producing such products.
A range of agricultural commodities are covered by the EUDR, including wood and pulp used to make fibre-based paper and board products.
While originally scheduled to be implemented from 30th December 2025, the EU Union delayed the implementation by 1 year to 30th December 2026 for medium and large operators.
As a fibre-based packaging manufacturer, the products Detpak supplies to the EU market are covered by the EUDR and we will fully comply with its requirements:
- Our products will not contribute to deforestation or forest degradation.
- The materials our products are made from are grown and harvested in accordance with the laws of the country of origin.
- We exercise due diligence when sourcing raw materials that are converted to packaging, which includes having systems and procedures in place to manage risk and data traceability.
What does this mean for our customers?
As we operate a global supply chain, we source fibre-based materials from both EU and non-EU markets. Any products which we supply into the EU are compliant with the EUDR and will be supplied with additional documentation and evidence to meet due diligence requirements as part of the EUDR.

These include Chain of Custody certifications, supporting traceability and enabling certified product claims and laboratory testing on our products to ensure our products meet the requirements.

PFAS are considered forever chemicals as they remain present in organisms and the environment indefinitely.
